In most systems, there is someone at the center with final control.
Bitcoin does not have a central administrator like that.
The network is made up of many independent computers, known as nodes, that check whether transactions and blocks follow Bitcoin’s rules.
If someone tries to change those rules on their own, the other nodes are not required to accept the change.
That is why control is not concentrated in one place. It is distributed across the network itself.
